The Packaging and Packaging Waste Regulation (PPWR) is EU legislation setting new environmental standards for all packaging placed on the EU market. Most core obligations start applying from 12 August 2026, with additional measures (recyclability, recycled content, reuse) phased in afterwards. It applies to manufacturers, importers and distributors selling packaged products across the EU. The UK is following its own path via the Environment Act and related regulations.
Required markings depend on your materials, components and target markets. Material identification codes are based on Decision 97/129/EC (e.g. PAP 21, PET 01, PP 05). Several countries (such as France, Italy and Spain) layer on their own recycling and collection symbols and wording. Void-space = (Package Volume – Product Volume) / Package Volume × 100. PPWR Article 24 sets maximum void-space limits (50% for many e-commerce and transport packs from 2030).
